Deciding To Do Something And Actually Starting It Are Handled By Different Parts Of The Process.
Most follow-through fails in the gap between them — not because the desire disappeared, but because starting has its own, separate cost. For anyone who has meant something completely, believed it in the moment, and still watched the day end without having started — and quietly concluded they must not have wanted it enough.
DECIDING TO DO IT AND DOING IT ARE TWO DIFFERENT EVENTS.
Almost everyone treats them as one. The evidence says otherwise.
The default explanation for not starting something you clearly intended to do is motivational: you must not have wanted it badly enough, or you'd have done it. This explanation is popular because it's simple, and it is also mostly wrong. A large synthesis of research on intentions and behavior finds that the correlation between forming a genuine intention and actually carrying it out is far weaker than intuition suggests — meta-analytic estimates put a substantial share of formed intentions never converting into the corresponding action at all. Wanting to do something and starting to do it are handled as separate events, and the gap between them is where most follow-through actually fails.1
This reframes what a broken commitment usually means. The standard story treats a missed start as proof the intention was weak or insincere. The research says something more specific: intention and initiation are governed by different processes, and a strong, sincere intention can still fail to convert if the cost of starting is high enough in the moment it needs to happen. The problem was never that you didn't mean it. The problem is that meaning it was never the part that was in question.

THE BRAIN PRICES THE FIRST STEP SEPARATELY FROM THE DECISION TO TAKE IT.
What actually sits at the friction point is a cost calculation — and it's a different calculation than the one that produced the intention in the first place.
Deciding that something is worth doing is an evaluation of the goal — the outcome, the payoff, the reasons it matters. Starting is a separate evaluation of the immediate effort required right now, and cognitive control itself carries a measurable, intrinsic cost that the brain weighs before committing resources to it.2 A goal can be fully endorsed at the level of "this matters to me" and still lose, in the moment, to whatever requires less immediate effort — not because the goal was abandoned, but because the two evaluations are computed differently and the second one is the one deciding what happens next.
This is why proximity to the task changes everything even when nothing about the goal has changed. The same person can feel completely committed to a project while planning it the night before, and feel a wall of resistance the moment it's time to actually open the laptop — because "planning to start tomorrow" and "starting right now" are not the same cost. The first is nearly free. The second is where the actual price gets charged, and sustained effort's cost is felt disproportionately at the point of initiation, not across the task once momentum exists.3
The goal evaluation — is this worth doing — is frequently already settled and rarely the actual point of failure.
Once underway, most tasks generate their own momentum; the cost of continuing is usually lower than assumed in advance.
The initiation cost is concentrated almost entirely at the transition from not-doing to doing — the single highest-friction point in the entire sequence, and the one nearly all planning ignores.
This is why "I'll just push myself to want it more" so often fails. The friction was never a shortage of wanting. It was a cost concentrated at a single moment that motivation alone doesn't reliably discount.
INTENTIONS DON'T USUALLY GET CANCELLED. THEY JUST QUIETLY FAIL TO CONVERT.
Almost no one experiences a stalled intention as a decision not to act. That's not a feeling to override — it's an accurate description of what happened.
It doesn't feel like "I've chosen not to do this" — it feels like the moment simply passed, or got crowded out, or somehow never arrived. This is consistent with what the research shows: intentions fail to convert far more often through passive non-initiation than through active reversal. The person still believes they intend to do it. The behavior simply never happened at the moment it needed to, and the gap gets quietly absorbed rather than confronted.1
This is why the aftermath of a stalled intention so often produces a specific, low-grade discomfort rather than a clean sense of having chosen otherwise — a nagging awareness that something is still open, unresolved, and slightly accusatory in the background. That discomfort is accurate. The intention is, in a real sense, still active and still unconverted — which is also why simply deciding again, with more emphasis, rarely fixes anything. The friction that stopped it the first time is still there the second time, unchanged.

THE FRICTION POINT.
Four stages between meaning to and doing — and the one place intervention actually works.
The goal-level decision that something is worth doing. This is usually genuine, usually settled, and — despite where nearly everyone focuses their effort — usually not where the actual problem lives.
The separate, concentrated price of the first move, evaluated fresh in the moment action is required — regardless of how settled the intention was the night before. This cost is what actually determines whether the intention converts.
What happens when the initiation cost outweighs the pull of the goal in that specific moment. Not a decision, not a reversal — a quiet non-conversion that leaves the intention technically alive and practically inert.
The only lever that reliably works: lowering the cost of the first move itself — narrowing what "starting" requires until it's smaller than the resistance — rather than trying to inflate motivation to outmuscle a cost that hasn't moved.
The use of this framework is diagnostic: when something you clearly intend keeps not happening, the honest question isn't "why don't I want this enough." It's "what does starting actually require in the moment it needs to happen, and how much of that can be shrunk in advance."
THE OBJECTIONS ARE THE STALL TALKING.
Each of these is a familiar sentence — and each one relocates the problem to motivation when the evidence points somewhere more specific.
"I just need to want it more."
The goal evaluation and the initiation cost are computed separately — wanting something more intensely raises the first without necessarily touching the second. This is why intense motivation and a stalled start regularly coexist in the same person on the same day.
"If I really meant it, I would have started already."
This assumes intention and initiation are the same event. The research says otherwise: a substantial share of sincerely held intentions never convert, which makes non-conversion the statistically ordinary outcome, not proof of insincerity.
"I'll just try harder to push through the resistance next time."
Pushing through addresses willingness, not the cost itself. The friction point responds to having less to push through — a smaller, more specific first move — far more reliably than it responds to a larger push against an unchanged cost.
Shrink the cost, not the goal. The intention was never the problem.
